     Unified Carrier Registration (UCR) is a new Federally-mandated, state-administered program applicable to all of the firms as stated above that operate in INTERSTATE OR INTERNATIONAL commerce in the United States. 

     Unified Carrier Registration (UCR) is a new Federally-mandated, state-administered program applicable to all of the firms as stated above that operate in INTERSTATE OR INTERNATIONAL commerce in the United States. 

This program DOES NOT apply to firms operating wholly in INTRASTATE commerce (wholly within a state).  For the for-hire carriers, UCR replaces the Single State Registration System (SSRS) that was not renewed for 2007. 

UCR requires you to register your business through your base state (where your principal place of business address that serves as your headquarters is located and where your operational records are maintained or can be made available), and pay an annual fee based on the size of your fleet of commercial motor vehicles (as defined below).  

 Firms not registered in the UCR program receipt face a citation, and possibly assessment of a penalty or impoundment of the vehicle (depending upon the state).  If this occurs on a Friday after business hours, you could be in trouble until the state agency opens the following Monday.  Call TRC and we will insure a 2007 UCR receipt IN YOUR HANDS in time to avoid such disasters.


A “commercial motor vehicle” in this program is defined as a self-propelled or towed vehicle (yes, trailers included) used on the highways in commerce principally to transport passengers or cargo, if the vehicle:


a)      Has a gross vehicle weight of 10,001 pounds or more; OR,
b)      Is designed to transport 11 or more passengers, including the driver, OR,
c)      Is used in transporting hazardous materials in a quantity requiring placarding.


You must register by May 15, 2008, to operate in INTERSTATE commerce.  A receipt for the UCR registration will be issued.  This receipt EXPIRES December 31, 2008.  The issued receipt need NOT be carried in vehicles nor displayed by the carrier in any manner.  Beginning May 15, 2008, enforcement personnel will use computer records to verify UCR registration.
